Our client is an  Omani Wastewater Services Company.  They are bring life to the waste water that they treat and  produce water that brings life to the soil helping make Muscat ever greener . they are looking for " Infrastructure Document Specialist" to work on their Projects in Muscat .
Job responsibilities : - Create the Project Management Plan (PMP) and its timeline; - Manage the activities of the local project site-based Document Controllers; - Attend the project progress meeting- including Consultant & Contractors representation, when selected; - Select and recommend for implementation the most suitable document management system for the Department; - Establish all Policies and Procedures to create and operate the IRMS function; - Select the cataloguing and indexing standards and document access routes for business purposes;  - Control the receipt, identification, cataloguing, storage and temporary issue of all project documents from within Haya, Consultants, Contractors and from Service providers; - Manage the mechanisms for tracking, protecting and controlling the status of all documentary products within the projects; - Develop and manage the Back-up and Recovery system for secure and safe storage of the files and libraries for all documentary products of the projects in collaboration with the IT Department; - Control the security, confidentiality and access records of all document status and access approvals; - Archive superseded documents; - Maintain copies of formal Project Documentation; (i.e.: PMPs, Issues Log etc) - Maintain an up-to-date knowledge of IRMS software developments and products; - Plan the transfer of the Asset and Service to the future end user service department in Haya;  - Analyze the document flows and cataloguing quality, response times and any backlogs of documents or cataloguing; - Review and coordinate configuration control and document management planning with other Departments; - Assist Project Engineers in resource estimation for the different configuration and document control activities. Ensure they are complete in all projects and ensure that they are realistic; - Ensure quality Plans and their Schedules exist for all projects and are stored appropriately; - Preparation the budget estimates for the total IRMS/ Library Service to manage the documentation of the projects; - To identify new technology in order to allow existing facilities and future developments to be improved; - Deliver reports to the Head of Administration Support and to the GM (Projects) on all aspects of project documentation and routine document management. - To develop and maintain a system to organize, classify, store, and retrieve in-house documentation, from the design phase to construction completion; - Reports may include:- Weekly highlights.- Monthly progress reports.- Any other relevant reports requested  Requirements:- Bachelors Degree or equivalent, in Business Studies or any Engineering discipline.- minimum of 15  years overall experience and 5 years experience in managing projects of similar scope . - Knowledge of the documentation required in building major civil works is needed - Also, knowledge of GIS, CMMS, Autocad would be very advantageous - Equally, knowledge of the use of electronic library systems, document indexing (EDMS)/control and storage systems is highly advantageous - Good interpersonal and communication skills are required. - Excellent English Language skills and PC literate.- Sound Knowledge of QHSE management and practices .
